    Effective July 1, 2017, the City of Newport Finance Department has taken over the activities of the Business Office.
     
    Completed and approved timesheets (with any backup, if applicable) should be submitted to: Kathlene O'Neill (koneill@cityofnewport.com) with copies to Carolyn Cleary (ccleary@cityofnewport.com) by noon on Friday a week before the pay date.  All payroll related questions should be directed to: Kathlene O'Neill (401) 845-5375.

    We are located in the Administrative Offices in the Newport Area Career and Technical Center, located on the campus of the William S. Rogers High School, 15 Wickham Road, Newport, Rhode Island. To visit our offices, enter the high school campus from the rear, off of Old Fort Road, across the street from the Newport Fire Department Station Two, 100 Old Fort Road, Newport. The Business Office is located in the second office on the left after entering building (Room 908).

State University of New York at Albany — a bachelor’s in biology, two master’s (science teaching and school administration), and a doctorate in school administration.

Dr. Carlos M. Colley

Dr. Colley, a seasoned educator, spent the first 5 years of his career as a science teacher at high schools and middle schools in Florida and New York. He became a principal in 1992, a position he held at two New York schools and on Martha’s Vineyard. He was an assistant superintendent for business on Martha’s Vineyard for one school year before becoming principal of the Chilmark School.  He was also the Assistant Superintendent of Curriculum and Instruction for three years in Nantucket. Leaving Nantucket, Dr. Colley served as Superintendent of Schools and Business Manager for the town of Westport, Mass from 2009 through 2014, and most recently served as the Director of Finance and Administration for Randolph Public Schools, Randolph, Massachusetts.

He received each of his degrees from the State University of New York at Albany — a bachelor’s in biology, two master’s (science teaching and school administration), and a doctorate in school administration.

Colley, who has a son and two daughters, was born in Puerto Rico, but moved to upstate New York to live with family friends when he was 14. He returned to Puerto Rico for 10th grade but then moved back to the States for good.
