Military Family Liason
Welcome to the Claiborne Pell Elementary School. CDR Diane Quattrone and her husband, Mr. Jeffrey Florence, serve as Military Liaisons for the Pell Elementary School. As Military Liaisons they are available to answers your questions about attending Pell Elementary, serving at Naval Station Newport and being a resident of Newport, RI. Together they have served in the U.S. Navy for 30 years and stationed in Newport, RI four times, most recently at the U.S. Naval War College. They have three children, two in the Newport Public School system, one at Thompson Middle School, one at Pell Elementary and one attending a local preschool. The Newport Naval Station's School Liaison Officer is Pamela Martin.
School Liaison Officer is the primary point of contact between the military installation, the local school administration,including parents and the community at large. The School Liaison Officer Program helps installation and regional commanders work with state departments of education and local school districts to ensure school personnel are aware of the stressors on military families brought about by frequent transitions and extended deployments. These education professionals are located on all major military installations and serve as "links" between military families and schools.
The School Liaison Officer specializes in serving military families and offers a wide spectrum of services, enabling families to become more involved in their child's educational experience.
Services include:- Supporting families with inbound/outbound school transfers;
- Providing information on local schools and boundaries;
- Assisting with school choice;
- Helping families understand the special education process;
- Providing information about graduation requirements;
- Making military and community agency referrals;
- Supporting families with the homeschooling process; and
- Assisting with post-secondary preparation. -

Rhode Island Operation: Military Kids (OMK) is a shared initiative of the US Army Child, Youth & School (CYS) Services and funded by the Army National Guard and Army Reserve. The program is delivered in collaboration with The University of Rhode Island's College of the Environment and Life Sciences' Cooperative Extension 4-H Program.
The mission of OMK is to deliver educational, recreational, and social opportunities to military kids impacted by the deployment of their loved ones. We partner with the Rhode Island National Guard Child and Youth Program, NAVSTA Newport Child and Youth Program and community Partners statewide to bring resilience-building programming to Rhode Island's military kids in their own hometowns. Read all about us in our new Program Brochure. We are also deep in planning for our SIXTH annual FAMILY CAMP, scheduled to be held here at the University of Rhode Island's Kingston Campus. We offer workshops, camps, Yellow Ribbon programming, field trips and more to military kids of all branches and components. All of our activities are meant to give military kids opportunities to meet each other, try new things, and build skills that help them cope with the stresses of military life.
We are always looking for more partner community organizations and would love your input on our planning team.
