The Providence Public Library serves as Rhode Island's Statewide Reference Resource Center (SRRC) with state funding provided via the Office of Library and Information Services (RIGL 29-6-9). The goal of the program is to provide quality reference services to all LORI member libraries and to all residents of Rhode Island.

The collections and services of the Providence Public Library's central facility are physically and directly available to residents of Rhode Island cities and towns and other free libraries in the State at least 38 hours per week including two evenings, Saturdays and Sundays, excluding the summer. Reference services of the Providence Public Library are electronically available to other free libraries and all residents of Rhode Island at least 60 hours per week.

AskRI is the online portal for all services of the Statewide Reference Resource Center at Providence Public Library. Statewide databases are provided through cooperative purchasing agreements among Rhode Island's library consortia: HELIN (academic libraries), Ocean State Libraries (public libraries) and RILINK (school libraries). Selection of databases is determined by the consortia of consortium, represented by a database advisory group. Coordination of and funding for statewide databases is provided by the State of Rhode Island via the Office of Library and Information Services; additional funding for databases is provided through the federal Library Services and Technology Act administered by the Institute of Museum and Library Services.

National Assessment of Educational Progress (NAEP)

The National Assessment of Educational Progress (NAEP) has long been considered a model of large-scale testing. NAEP is the only assessment in reading and mathematics in grades 4 and 8 that is given in all 50 states, the District of Columbia, Puerto Rico, and the Department of Defense schools. Once voluntary, the No Child Left Behind Act requires states to participate in the reading and mathematics assessments at grades 4 and 8. However, many years there are additional assessments, like science and writing, that states participate in. By participating, states have additional data by which to monitor their state assessments and to compare performance across states.

National Education Association Rhode Island (NEA-RI)

We are the National Education Association Rhode Island, commonly known as NEARI. We teach in kindergarten story circles, high school physics labs, and college lecture halls. We answer school phones and keep buildings clean and safe. We direct school plays and coach soccer, counsel adolescents and help students with financial aid. National Library of Virtual Manipulatives

The National Library of Virtual Manipulatives (NLVM) is an NSF supported project that began in 1999 to develop a library of uniquely interactive, web-based virtual manipulatives or concept tutorials, mostly in the form of Java applets, for mathematics instruction (K-12 emphasis). The project includes dissemination and extensive internal and external evaluation.

Norman Bird Santuary

Established under the will of Mabel Norman Cerio in 1950, the Norman Bird Sanctuary constitutes the largest area of preserved open space in Newport County. A wildlife refuge, NBS encompasses over 300 acres and seven miles of trails that wind through diverse habitats. Nearly 30 acres are maintained as hay fields. Woodlands are the most prominent plant community, and four ridges provide spectacular views of the surrounding ocean and ponds. Located next to the Visitor's Center and gift shop, the Sanctuary's 19th Century Barn Museum features natural history displays and a children's area with interpretive murals and hands-on exhibits.

PALS - Phonological Awareness Literacy Screening

 The Phonological Awareness Literacy Screening (PALS) provides a comprehensive assessment of young children’s knowledge of the important literacy fundamentals that are predictive of future reading success. PALS is the state-provided screening tool for Virginia’s Early Intervention Reading Initiative (EIRI) and is used by 99% of school divisions in the state on a voluntary basis.

PALS consists of three instruments, PALS-PreK (for preschool students), PALS-K (for kindergartners), and PALS 1-3 (for students in Grades 1-3). PALS assessments are designed to identify students in need of additional reading instruction beyond that provided to typically developing readers. PALS also informs teachers’ instruction by providing them with explicit information about their students’ knowledge of literacy fundamentals. Mid-year assessment and PALS Quick Checks allow for ongoing student progress monitoring throughout the year.

Rhode Island Council of the Arts

Established in 1967, the RI State Council on the Arts (RISCA) is charged by the state legislature to stimulate public interest and participation in the arts and to serve as the liaison to the state arts community. As set forth in the General Laws of Rhode Island, it is the responsibility of the Arts Council to:

  • Stimulate the growth of the state's arts and the public's participation in them

  • Survey and assess the needs of the arts state-wide, and to make recommendations to the Governor and the General Assembly

  • Provide educational opportunities in the arts

  • Actively support and encourage the expansion of the state's cultural resources

  • Promote and protect freedom of artistic expression

The governing body of the Rhode Island State Council on the Arts is a commission of thirteen members. These Council members are appointed by the Governor to serve three-year terms.  Funds for programs and services carried out by RISCA are provided by the Rhode Island State Legislature and the National Endowment for the Arts, a federal agency.  To meet its legislative mandate, the Arts Council administers competitive grants to RI artists, non-profit organizations, schools and units of municipal and state governments. In addition to grants, the Arts Council provides technical assistance, information services, a slide registry, and partnerships.

The mission of the R.I.
